Lo hago para responder a las necesidades de personas con necesidades especiales o por impedimento dentro del área legal, debido a que yo escribí un libro donde las expongo llamado "Travesía en la oscuridad", pero no había hecho el desglose de cada una de ellas, así como de su utilización.Debido a este tema social, yo lo cuantificaría como un enfoque cualitativo porque clasifico y explico una historia de política pública donde comento las leyes para evitar el discrimen en la población de personas con impedimentos o como se dice en varios países, personas con necesidades especiales.Hoy en día hemos evolucionado con el tema de la inclusión y el respeto a como estaba todo, en poder conseguir y seguir adelante hacia una integración y elaboración de diferentes modelos, planes para que esta población tenga hoy un derecho constitucional a la par.El objetivo que me lleva a escribir y publicar este nuevo libro es porque en la Constitución de los Estados Unidos de Norteamérica se hizo patente la protección de la igualdad de todo ser humano sin distinción de persona alguna, concretamente en la enmienda 14 equivalente al Artículo 2 sección I de la Constitución del Estado Libre Asociado de Puerto Rico, en donde se establece que: “La dignidad de ser humano es inviolable, todos los hombres son iguales ante la ley, no podrá establecerse discrimen alguno por motivo de raza, color, sexo, nacimiento, origen o condición social, ni ideas políticas, ni religiosas".A pesar de que el origen de esta enmienda no tuvo como finalidad impedir el discrimen de las personas con discapacidades o con impedimento, o con alguna situación especial en esta concepción legal de respeto hacia el ser humano, sirvió de inspiración a esta población en la lucha por la igualdad de sus derechos en Puerto Rico.
